He could sell more outside Woot. Woot doesn't ship international. I don't know why not.

Woot actually does ship to quite a few international locations now... I think you can't enter another country until you try to buy, tho... there's more info in the thread below.

The sad truth about woot shirts is that once they're sold out, they're sold out. I would look out for their occasional random shirt sales... you might get lucky... or else your best shot would be to search teetrade.org every now and then... someone might have a gently used one or, if you're lucky, a brand new one they don't plan to use ever.
